If you ever wandered around any big european city you'd see tons of these and other similar little contraptions. BMW also has a bike with a cage essentially (and a full windshield) and a seatbelt!

I just got back from Tolouse France yesterday afternoon and did see a couple of those running around. Mostly it was escort sized cars. Biggest I saw was an Audi A6.
With single lane streets, it doesn't leave much room for the 3/4 ton dually. :D
